Investigators spoke to the victim in the alleged battery incident on Tuesday and would like to get Bieber's side of the story.

 complaint against <a href="http://www.mtv.com/music/artist/bieber_justin/artist.jhtml">Justin Bieber</a> have spoken to the alleged victim in the case and are now looking to talk to other witnesses to Sunday's altercation, including Bieber and girlfriend Selena Gomez.</P><P>A spokesperson for the Los Angeles County Sheriff's Department confirmed to MTV News that police had interviewed the unnamed victim, a paparazzi photographer who claims that Bieber struck him after he tried to take pictures of the "Boyfriend" singer and Gomez at the Commons at Calabasas Shopping Center on Sunday afternoon.</P><P></p><div class="player-placeholder right" title="Frame By Frame: Justin Bieber's 'Boyfriend'" id="vid:766128" width="415" height="255"></div><p></P><P>In addition to the celebrity couple, investigators are looking for any other witnesses to the incident to help piece together a narrative of what went down during the scuffle. There has been no detailed information to date on what injuries were allegedly suffered by the photographer, who complained of pain and was transported by the Los Angeles County Fire Department to a local hospital, where he was treated and released.</P><P>According to <a href="http://latimesblogs.latimes.com/lanow/2012/05/justin-bieber-assault.html" target="_blank"><I>The Los Angeles Times</I></a>, legal experts examining the potential case against Bieber, 18, say that the key issue is whether the pop star acted in self-defense. "These guys will often make it impossible for the celebrity to pass," said former deputy district attorney Dmitry Gorin of the obstacles paparazzi photographers often set for stars that sometimes end in physical contact. "Bieber could face a charge if he pushed or hit the photographer and it was not in self-defense," Gorin said. "But it is not really a jail-time offense."</P><P>He said the case would likely be a misdemeanor battery unwitnessed by police and the alleged victim could make a citizens arrest, at which point prosecutors would decide whether to file charges. The maximum sanction if convicted is six months in jail, but due to chronic overcrowding, his first-time offender status and the lack of police witnesses, it's highly unlikely Bieber would serve anywhere close to that term.</P><P>As of press time, the Los Angeles County District Attorney's Office had not officially taken up the case. A spokesperson for Bieber, who is out of the country promoting his upcoming <I>Believe</I> album, had no comment on the matter.</P><P>On Tuesday, a spokesperson for the D.A.'s office said that no case has been presented to that office yet, but that it's possible once interviews are conducted that it will be referred for possible prosecution. Los Angeles County Sheriff's Department spokesperson Lieutenant Margarito Robles told MTV News on Tuesday that the investigation is ongoing and that there was no update on its progress at press time. He also noted that a large percentage of these kinds of cases do get presented to the D.A.'s office, where it is left up to prosecutors to decide how, or if, to proceed.</P><P></p><div class="player-placeholder right" title="2 Chainz Describes Working With Justin Bieber, Mac Miller" id="vid:782302" width="415" height="255"></div><p></P>

President Obama Signs Mississippi Disaster Declaration
The President today declared a major disaster exists in the State of Mississippi and ordered Federal aid to supplement state and local recovery efforts in the area affected by Hurricane Isaac beginning on August 26, 2012, and continuing.
Federal funding is available to state and eligible local governments and certain private nonprofit organizations on a cost-sharing basis for emergency work in the counties of Amite, Attala, Carroll, Clarke, Copiah, Covington, Forrest, George, Greene, Grenada, Hancock, Harrison, Hinds, Holmes, Jackson, Jasper, Jefferson Davis, Jones, Lamar, Lauderdale, Lawrence, Lincoln, Madison, Marion, Montgomery, Pearl River, Perry, Pike, Rankin, Stone, Walthall, Wayne, Wilkinson, and Yazoo.
Federal funding is also available on a cost-sharing basis for hazard mitigation measures statewide.
W. Craig Fugate, Administrator, Federal Emergency Management Agency (FEMA), Department of Homeland Security, named Terry L. Quarles as the Federal Coordinating Officer for federal recovery operations in the affected area.
Additional counties and forms of assistance may be added after the Preliminary Damage Assessments are fully completed.

On Sunday, July 1, 45-year-old Michael Ybarra was soloing across the Sawtooth Ridge, a jagged ridge studded with toothed summits between 12,280-foot Matterhorn Peak, the highest peak on the ridge, and Cleaver Peak. Somewhere along the ridge, after summitting Matterhorn Peak, Ybarra lost his grip or broke a foothold and fell about 200 feet to his death.

As the <a href="/news/articles/1691023/olympics-carly-rae-jepsen-austin-mahone.jhtml">Summer Olympics</a> continue to captivate the world, event after event, it was a girl who has been nicknamed "The Flying Squirrel" who won not only the gold in the women's gymnastics all-around final competition on Thursday, but also the <i>hearts</i> of some of the biggest stars in entertainment.</P><P>What makes Gabby Douglas' win even more impressive is that the 16-year-old is the first African-American woman to take home the honor, a feat that has earned her major kudos from some major players in the music world and beyond. Kelly Rowland spoke to MTV News earlier this week, and she showed love to the soon-to-be gold medalist, proudly exclaiming, "Gymnastics! Gabby Douglas! From the Archives: Presidents as Fathers
As you celebrate Dad this weekend, consider giving a nod to the Presidents who helped give him his own national holiday. On this day in 1966, Lyndon B. Johnson issued the first Presidential Father’s Day Proclamation. It set aside the third Sunday in June in celebration of fathers. Six years later, it became a permanent holiday by order of President Richard Nixon. Each year since then, the Presidents have issued yearly Father’s Day proclamations.
Presidents have enjoyed the day as fathers themselves, and over the years many children have enlivened the White House. Some presidents enter office as grandfathers, such as Franklin D. Roosevelt who had 13 grandchildren. Others, like current President Obama, are fathers to school age children.
In celebration of fathers everywhere, here’s an album of Presidents with the people who know them simply as “Dad” and “Granddad.” These photos are from the holdings of the Presidential Libraries of the U.S. National Archives. Archives Link

White House Office Hours: #InnovateGov
Today, it was "go time" for the Presidential Innovation Fellows, top innovators who are working to create solutions that will innovate government for the American people - from improving access to the government procurement process to developing systems for mobile payments to increase transparency in international development.
US Chief Technology Officer Todd Park welcomed the inaugural class of Presidential Innovation Fellows to the White House at an event that overviewed the five projects that are working to innovate government and included a ceremonial swearing-in by Office of Personnel Management Director John Berry. Statement by the Press Secretary on the CBO Report
Today’s Congressional Budget Office report only reinforces the urgent need for House Republicans to follow the Senate’s lead and pass a bill that gives middle class families the confidence that they won’t see their taxes go up at the beginning of next year. 114 million Americans deserve that guarantee.
But instead of doing the right thing, Republicans in Washington have chosen to double down on the same failed policies that led to the economic crisis in the first place. They’re willing to hold the middle class hostage unless we also give massive new tax cuts to millionaires and billionaires – tax cuts we can’t afford that would do nothing to strengthen the economy.
Congress also needs to act right now to prevent arbitrary spending cuts that would hurt military families, seniors on Medicare, and children who deserve a quality education. It’s time to replace these cuts with balanced deficit reduction that asks the wealthiest Americans and largest corporations to go back to the tax rates they were paying under Bill Clinton – back when our economy created 23 million new jobs and a record surplus. But first, Republicans in Washington should do the right thing and pass a bill that extends tax cuts for 98% of Americans and 97% of small businesses. There’s no reason to wait.
